天德堂興建於1986年，1988年落成啟用，為一貫道基礎忠恕道場桃園區的公共母堂之一。
The construction of Tian De Tang began in 1986 and was completed in 1988. It is one of the public temples in Taoyuan Dictrict of Ji Chu Zhong Shu Organization, I-Kuan Tao.

天德堂名稱係1949年濟公老師所賜。「天德」二字出自中庸第三十二章，意思是上天化育萬物的恩德。同時也寓意感念、效法上天的德性。
The name “Tian De,” bestowed by Ji Gong Buddha in 1949, comes from The Doctrine of the Mean Chapter 32. It refers to favors and blessings from Heaven, with the implication of our gratitude to the God and respect for Heaven.

天德堂主體建築有三層樓。明明上帝主殿位於三樓，兩邊是教室，後方則是大禮堂。明明上帝主殿用於日常禮拜及各種禮儀，供奉一貫道主神－明明上帝。二樓是講堂、教室和寢室。一樓是接待區和彌勒殿，彌勒祖師總是在此以微笑相迎。
The main building of the Tian De Tang has three stories. The Ming Ming Shang Di Hall is on the third floor, with classrooms on both sides and an auditorium at its back. The Ming Ming Shang Di Hall is used for daily rituals and myriad ceremonies; it honors the central deity of I-Kuan Tao: Ming Ming Shang Di. On the second floor, there are several classrooms and bedrooms. You may also see the reception area and the Maitreya Buddha Hall on the first floor, where Maitreya Buddha always welcomes you with a happy grin.

天德堂設有忠恕學院中壢分部培育人才。而且還提供社區中不同年齡者多樣化的課程與活動。同時配合一貫道桃園市支會推展社會服務、公益慈善、文化傳承、經典教育等工作；冀能闡發五教聖人奧旨，以儒家精神為核心，達到世界大同的理想。
The Tian De Tang also hosts the Zhongli branch of Zhong Shu academic institute--an I-Kuan Tao academic institute--to cultivate more scholastic excellences. It also provides various courses and activities for people of different ages in the community, coordinating with I-Kuan Tao Association in Taoyuan County to advance social services, charities, cultural dissemination, sutra education and so on. The goal of I-Kuan Tao is to promote the spiritual teachings of the great religious saints, with Confucianism as the core and global harmony as the final end.

天德堂所保存的文物以一貫道母堂擺設與器具為主，例如：母燈、兩儀燈、八卦爐、供杯、聖像，有些是五、六十年前，老前人、點傳師們由大陸攜來的，有些是後來在台灣本地製作的，都代表一貫道在台灣傳道歷史的軌跡。其他文物還有字畫和前人著作和墨寶，也都是印證傳道歷史的重要瑰寶。

天德堂中安奉至聖先師聖像以為儒家指標，並安排學庸倫理道德講座。更安置24孝雕像於天德廣場，以闡揚孝道，供信徒學習效法。平時之日常行儀均遵循莊嚴隆重之跪拜古禮進行早、午、晚獻香。另開設適合成人學習的人生講座、太極拳教學，及兒童讀經班、道德培育班，以及青少年班等社會教育課程，落實全人教育及人格健全的發展。此外，亦提供場地設備予機關、社團舉辦活動，如：里民活動、讀經協會、桃園市師大校友會、彰化縣團委會環島鐵馬隊等。

天德堂每年舉辦冬令救濟活動，選定中壢區四里二級貧戶里民，每人賑濟白米和現金，以體恤貧民，讓大家平安過年。另每年兩次，分別在桃園火車站前或中壢SOGO百貨公司廣場舉辦愛心捐血活動與宣導。並搜集發票，捐給華山基金會，贈與現金、禮物及慰問養老院、殘障孤兒院等慈善活動。
